Sponsor Licence for UK Businesses
A Sponsor Licence allows UK businesses to sponsor overseas nationals under the Skilled Worker and other work routes.
Employers must meet strict eligibility, compliance and reporting obligations set by the Home Office. Failure to comply can result in licence suspension or revocation.
A slight oversight can cost you your sponsor licence and further visa revocation of your employees. Our firm provides professional guidance to UK businesses seeking to apply for or manage a Sponsor Licence.

Types of Sponsor Licences in the UK
Skilled Worker Sponsor Licence:
A Skilled Worker Sponsor Licence is an official authorisation granted by the Home Office that permits a UK employer to recruit and employ workers from overseas under the Skilled Worker visa route. It is a legal requirement — not an optional accreditation.
Once granted, your licence is listed on the Home Office’s publicly available Register of Licensed Sponsors, signalling to prospective international employees that you are a legitimate, compliant UK employer authorised to offer sponsorship.
The licence does not expire automatically but is subject to ongoing compliance obligations. The Home Office can downgrade, suspend, or revoke a licence at any time if those obligations are not met.
UK Expansion Work Visa:
The UK Expansion Worker visa is a temporary work route within the Global Business Mobility (GBM) framework, introduced by the Home Office in April 2022. It replaced the former Sole Representative of an Overseas Business visa and is specifically designed for established overseas companies that have not yet begun trading in the United Kingdom.
Unlike the Skilled Worker route, this visa is not intended for long-term recruitment. It exists to facilitate the early, critical phase of UK expansion — allowing your most experienced and trusted people to build the foundations of your UK operation before a permanent workforce is established.
This is a business-led route. The overseas company applies for and holds the Sponsor Licence. Individual workers are then sponsored under it.
Key Eligibility Criteria
Genuine and Lawfully Operating Business:
The organisation must be a UK business, registered with Companies House and HMRC. The Home Office must be satisfied that the business is genuine, is actively trading and able to sustain business in the long-run.
Genuine Vacancy Requirement:
The role to be sponsored must be genuine and meet the required skill level under the Skilled Worker route. It must not be created solely to facilitate an individual’s entry or leave to remain in the UK.
Appropriate HR Systems:
Sponsors must have adequate HR and monitoring systems to track sponsored workers, maintain records and report changes to the Home Office. A slight mistake in your HR system can result in non-compliance and revocation of your Sponsor Licence.
Key Personnel Appointments:
The business must appoint an Authorising Officer, Key Contact and Level 1 User who are suitable and based in the UK. These individuals are responsible for managing the licence and report to the home office. The relevant person should be employed by the business and must be a settled worker in the UK.
Application Process
The application process typically involves:
Assess Eligibility:
The organisation must confirm it is a genuine and lawfully operating UK business with a genuine vacancy that meets the relevant requirements as required under the UK Immigration Rules.
Prepare Mandatory Supporting Documents:
Specified documents must be gathered in accordance with the Home Office requirements. These may include proof of registration, business bank statements, evidence of trading and payroll summary etc.
Appoint Key Personnel:
The organisation must appoint suitable individuals to act as Authorising Officer and Level 1 User. These individuals will be responsible for licence management and must be settled worker in the UK.
Submit Online Application:
The Sponsor Licence application must be completed online and the appropriate fee paid, based on whether the organisation qualifies as a small or large sponsor. If you want a decision urgently you can chose the option for priority service
Submit Supporting Documents:
Mandatory documents must be submitted within the required timeframe after the online application. Failure to submit documents by the required deadlines may result in rejection.
Home Office Assessment and Decision:
The Home Office may conduct background checks or a compliance visit before making a decision. If approved, the licence is normally granted, subject to compliance and meeting requirements in accordance with UK Immigration Rules.
Common Challenges
Genuineness Concerns:
The Home Office may refuse applications where the vacancy is not considered to be genuine or where business activity appears insufficient.
Inadequate HR Systems:
Failure to have adequate HR system in place can result in refusal or downgrading of your licence. The Home office might interview the Level 1 officer in advance of granting the licence. The Level 1 officer should have in depth knowledge about sponsor licence requirements and laws related to skilled workers.
Incorrect Documentation:
Missing or inconsistent documents frequently lead to delays or refusal.
Ongoing Compliance Risks:
Once your licence is granted you should ensure you comply strictly with the Home Office requirements. The Home Office can anytime do a compliance check or visit and if they find out that the business is not meeting the required standards that might result in revocation of your licence.
